RAEng report on effective delivery

The Royal Academy of Engineering has produced a report effective ways to support the first year of delivery of the Diploma in Engineering.

The RAEng aims to: 'ensure an authentic engineering curriculum and particularly to ensure that it will meet the needs of engineering higher education as well as the needs of engineering employers. It has also acted as supporter and champion of the Southwark & Lambeth engineering diploma consortium which is the largest consortium to launch to date.'
It has undertaken a detailed study of the needs of teachers and lecturers within the 63 consortia delivering the diploma in its first year (the Gateway 1 consortia) in order to identify what support could be of most use to those practitioners.
The conclusion drawn is "that there is an authentic engineering curriculum in place and examples of excellent delivery. However, there are issues emerging that will compromise the quality of delivery and hence outcomes in some consortia. There is time to correct these if action is taken quickly."

Through a process of semi-structured interview and discussion, the meetings show that a successful 14-19 Diploma in Engineering delivery will have:
- An expectation to deliver the full range of student outcomes
- Mechanisms in place to prevent teachers or lecturers having or choosing to deliver the diploma in isolation
- Schools and colleges are planning together
- Regular management meetings
- School and College managers that are supportive
- Line of Learning Leads who are responsive
- An awareness of the student experience
- Teachers with fluent knowledge of assessment foci
- Students producing products that look like engineering products
- Teachers and lecturers feeling and sounding authoritative
- Awarding bodies providing practical support to teachers and lecturers
- Schools and colleges are promoting active and independent learning
- The Additional and Specialist Learning is in place
- Local Education Authorities have strategies in place to accommodate growth in the numbers of students taking diplomas and the number of lines of learning offered
- Schools have recruitment protocols in place
- Local Education Authorities have strategies in place to coordinate employer engagement
- Students get enough timetabled hours to complete the course
- Teachers are able to contextualise the maths

This is a very brief summary of the report. The full report is available from the RAEng.

I learn today that 2720 students are currently undertaking the Engineering Diploma. It breaks down as L1=388, L2=1745 and L3=387

This is a smaller number than expected and indicates a cautious start.
Next year, some 90,000 students are forecast to be starting in 10 Diploma subjects, of which it is expected that around 10,000 will be starting the Engineering and Manufacturing Diplomas.

This would represent a more substantial roll out, building on the experience of the first year schools.

Obstacles facing the Diploma

A House of Commons Select Committee report on the Diplomas has been published.
I thought a brief summary might be of interest to aficionados :

1. Providing more learning opportunities for young people that integrate academic and vocational study is commendable, but much remains to be done to achieve it.
2. Diplomas could further complicate an already complex system of qualifications for young people.
3. Some consortia are much more advanced than others in their preparations to offer Diplomas.
4. Work experience is an essential part of the Diplomas, but some 45% of consortia had not involved employers in deciding how to provide this.
5. Providing the teaching and facilities to support the broad curriculum is particularly difficult in rural areas with dispersed communities.
6. Diplomas have yet to be widely accepted as credible qualifications.
7. The Department does not know the full cost of implementing the 14–19 reforms.
8. The existence of two major capital funding programmes creates a risk that a mismatch in timing could result in capital projects not supporting the 14–19 reforms, or lead to unnecessary expenditure.
9. Sufficient good-quality teaching staff are needed to deliver Diplomas, but 45% of consortia had yet to carry out a skills audit.

The Level 3 engineering diploma in its currently proposed form cannot be considered to be equivalent to A-level for the purposes of entrance to a university engineering course.
Students on the engineering diploma course will only be required to receive 60 hours of maths tuition - less than an hour a week - compared with about 360 hours for a maths A-level."

"Graham Lane, who chairs the Engineering Diploma Development Partnership, said maths and science would be taught throughout the course and students could study an A-level in maths as part of their diploma programme."
